
SWPA Humane Law Enforcement Agency is dedicated to upholding animal welfare laws and ensuring the well-being of animals in Fayette and Greene Counties.




Our Mission and Vision

SWPA Humane Law Enforcement Agency was formed by 100% disabled combat Veteran farmers and their affiliated family members in response to an identified gap in services, specifically in Fayette and Greene Counties, Pennsylvania. Our focus is to investigate cases of animal neglect and cruelty, where possible work with the owners of animals to provide guidance on the laws of the Commonwealth regarding animal welfare, and if necessary, charge and assist in the prosecution of these cases. We work alongside the PA State Police and other law enforcement agencies.

Our Humane Society Police Officers (HSPO) are sworn police officers with the Commonwealth of Pennsylvania, under Title 22 Pa.C.S.A. Chapter 37, §§ 3701-3718. They enforce the provisions of Pennsylvania Title 18 Pa.C.S. § 5532—5561 (relating to neglect of; and cruelty to; animals). Specifically, a person must ensure that animals under their care receive sustenance, potable water, clean shelter, and necessary veterinary care.

SWPA Humane Law Enforcement does not own or manage an animal shelter.
We are a volunteer organization that receives no funding from the State or larger national animal welfare organizations. We are 100% funded through donations.

The Board and Executive Director wish to offer many thanks to the Fayette County Commissioners and Sheriff James Custer for their incredibly generous donation of a vehicle from the Sheriff's Office. It has already seen use in transporting animals that were subject to severe neglect. Without this vehicle, we would not have been able to continue our work protecting animals in Fayette County!


Your generous donation enables us to do many things for neglected and unfortunate animals in Fayette and Greene Counties. We rely on the support and kindness of people like you. Rest assured 100% of your donation goes directly to pay vet bills, boarding fees and costs associated with the work we do. Thank you.
